Community Law

Community Law is a community-based approach to legal support that seeks to bring the law closer to migrant and marginalised communities through trusted, trained and accredited Community Lawyers, supported by Community Law Hubs and wider institutional structures. It covers all areas of civil, administrative, and human rights law under the English legal system.

Many migrant and marginalised communities face multiple barriers to accessing justice, including cost, language, culture, distrust, lack of legal knowledge, and systems that are often difficult to navigate. CAD-HR developed Community Law in response to the reality that access to justice in the UK is still too distant from the people who need it most.

Through the Community Law Initiative, CAD-HR trains Community Lawyers from within the communities it serves and supports them with accreditation, supervision, and practical resources. These Community Lawyers help identify legal need early, provide culturally grounded support, and connect people to wider legal pathways where more specialist intervention is required.

Community Law is delivered through a growing network of Community Lawyers, Community Law Hubs, and Young Community Lawyers learning through practice and mentorship. Together, these structures help bring legal knowledge, support, and early intervention into the communities that have historically had the least access to justice.

The South London Community Law Network is the foundational structure through which CAD-HR is developing Community Law in practice. It brings together Community Lawyers, Community Law Hubs, Young Community Lawyers, and community-based institutions into a coordinated network designed to bring legal support closer to the communities that need it most. Through this network, Community Law is being tested, strengthened, and developed as a practical model of access to justice rooted in trust, culture, language, and community presence. It is also the foundation for the future growth and expansion of Community Law beyond South London.

What CAD-HR is building through Community Law is distinct from conventional legal service delivery. The approach is relational rather than transactional. It focuses not only on legal problems in isolation, but also on the wider social and economic conditions that shape them. Community Law works with the whole person and seeks solutions that are responsive to culture, language, lived experience, and the root causes of exclusion.

Through the Community Law Initiative, CAD-HR is helping to build a distinct legal service and an emerging legal profession rooted in access to justice, community trust, and cultural responsiveness. It is also building the wider institutional foundations needed to sustain this work, including training pathways, Community Law Hubs, youth development, and longer-term structures for research, standards, and expansion.
